During the WSI Audit Sandy Blunt claimed that WSI staff council had been consulted and that staff council had established that the Jrunnings email investigation was a legal function of WSI investigative authority. It is thus stated in several locations of the audit working documents.

The very crux of the matter upon which the prosecution of Blunt and Leingang for conspiracy to disseminate confidential information was their being given legal advice establishing the legality of the investigation.

WSI Chief Council Bjornson was deposed in mid April of 2007. Why did the Burleigh County State’s Attorney prosecutor Cynthia Feland not ask the one simple question that would have saved the taxpayers of Burleigh County, and citizens of North Dakota tens of thousands (likely more than $100,000), and the massive legal bills incurred by Blunt and Leingang?

It was a very simple question that could have been stated: “Did you, Jodi Bjornson, give advice to Romi Leingang or Sandy Blunt that investigation of the Jrunnings email was a legal function of WSI?”

Why, with this being the central question, having been asserted by Blunt, Leingang, Jim Wesson, and others, was this question not asked for over 6 months?
